I would assume it’s bad politics to instantly go up against the new pres, especially if he turns out to do a decent job (not that Bush did).

It’s the same reason Congress let him declare war, even though the pres isn’t allowed to. If it succeeds, they can claim that’s why they let him do it. If if fails, it’s his fault.

This is why Congress has the lowest approval rating in history. They don’t WANT the power to do anything.

BTW, don’t listen to M. Moore…he’ll give you just as twisted a story as anyone.
