		<description>I would assume it&#039;s bad politics to instantly go up against the new pres, especially if he turns out to do a decent job (not that Bush did).

It&#039;s the same reason Congress let him declare war, even though the pres isn&#039;t allowed to.  If it succeeds, they can claim that&#039;s why they let him do it.  If if fails, it&#039;s his fault.

This is why Congress has the lowest approval rating in history.  They don&#039;t WANT the power to do anything.

BTW, don&#039;t listen to M. Moore...he&#039;ll give you just as twisted a story as anyone.</description>
